What a principal designer actually does
The principal designer plans, manages and coordinates health and safety during the design and planning stage: gathering information about the site and the existing building, making sure every designer deals with the risks their design creates, and handing the whole picture to your builder before work starts. It is the difference between finding asbestos, buried services or a structural unknown on paper and finding it mid build.
The appointment, once
Where a project involves more than one contractor, and a builder plus an electrician counts, the client must appoint a principal designer and a principal contractor in writing before work starts. This comes from the Construction (Design and Management) Regulations 2015 and applies to house extensions and loft conversions just as it does to commercial sites. Where no appointment is made the duties do not disappear; they pass by default to others on the project, who are rarely set up to carry them.
